How is the only way to make sure Penn should not receive the award is that he is not eligible? What if he is eligible but doesn't trigger one of the sufficient conditions (went above and beyond, saved a life, did so this year)?

This one stumped me too for this exact reason. So many wrong answer choices were validated through the explanation that the other speaker doesn't take a stance on it/didnt mention so it cant be the disagreement
