I was between C & D and went with C... The 'is' and 'can' thing threw me off, I guess.

Not sure if this still helps- because here I am, 11 months later. lol. I've been struggling with MC questions and something that has helped me is to look for a translation of the conclusion, instead of looking for exact wording. You are correct, studying is not mentioned in the stimulus, but I ultimately chose C because it seemed to match the translation in my head. You're on the right track if you were able to point out the conclusion in the stimulus. "However, immediate steps should be taken to determine the safety of these chemicals..."

do NOT be discouraged!! This test is different and it takes time to master the concepts. Don't focus on how much material you're covering in your study sessions. Make sure you're grasping the concepts and take it slow it needed. Practice, practice, and MORE practice. You have to re-wire your brain almost, lol. Think like the makers of the test... really and I mean REALLY focus on your mistakes and understand why you got the questions wrong. Give yourself grace! Just whatever you do, don't give up.
