im plateauing on RC bad and its so discouraging. what do i do?? other than constant practice

i dont get why question 12 dismissed answer choice e so easily. i chose that for 12, because honestly i didnt see where a problem was raised in the first stimulus. like he just was excited, so it kind of was a set of facts, and the second stimulus did in fact draw on these facts to figure out what this means when law is applied
