i dont get why question 12 dismissed answer choice e so easily. i chose that for 12, because honestly i didnt see where a problem was raised in the first stimulus. like he just was excited, so it kind of was a set of facts, and the second stimulus did in fact draw on these facts to figure out what this means when law is applied

the entire last paragraph being dedicated to garber's view and the lack of mention of garber throughout it pointed to me making the inference that the author was then a proponent of the same view
