I was stuck on D too (like many of the people in the comments) but I think I understand now why D is wrong: the intended purpose of a legislation (what it was meant to do) does not necessarily play a role in how it should be. Your intention for what you want something to do is not necessarily how it SHOULD be. For example, car manufacturers meant to make the new car be able to drive extremely fast. however, the car can only drive at a normal speed, so the car is driving as it should. Not sure if this is the best analogy but it made sense to me lol!

Yes, but we do not know from the stimulus if a part of the government funding for the preservation of the wetlands goes towards paying the salaries of the scientists. What if government funding is not even responsible for their salaries. That is an assumption you would have to make, which is why B is wrong. It is irrelevant to our stimulus - for all we know big corporations are responsible for the salaries of the scientists.

for question 8 wouldnt the third paragraph - in which the paragraph starts of by saying /another clue' be the author saying this - so wouldnt that mean the author is forthright advocating for Olsens view?

I would say the fact that the answer choice says that the demand increased when the new apartments were being built shows that demand increased. It can go either ways - demand is not as high as supply but regardless, demand did INCREASE. Therefore we have to assume that this could be a reason why prices went up. Also with elimination we automatically get to E!

Ok so I chose D initially too, but I also didn't think of it as how JY explained it. But now I feel like it is wrong because talk story came from Chinese roots, so AC D is pretty much saying that talk story came from a variety of cultures or sources. But thats not exactly the case, because the author only discusses talk story in its relation to Chinese culture.
