I think I missed answer choice C because I thought that the author would argue back similarly to answer choice A. A's explanation was that "intermittent" still resulted in public damage, and I thought well, "on its way" still may cause public damage. After sitting with the question, I realize that the strong language of "imperative" means that the argument is literally arguing that it is imperative that we do it now. So, really the bar in the weakening is kind of lowered in that we just have to prove that it is not that imperative to do it now. To me, this is exactly why C) works because if it's on its way, then surely we can slow down. I don't know if that helps, but made a bit more sense to me.

I would recommend the Bibles, but honestly at the end of the day, I found that what helps most is focusing on consciously rephrasing what you're reading in your own words. This really helps you get past the clutter of the LSAT and understand the main point, tone, etc. And for the questions where you get specific lines to reference to, the passage will still be there to reference. So, I found it more important to focus on understanding the passage as a whole.
