You're right in thinking that. The government's action in limiting financial liability demonstrates that they believe there is a possible danger. Answer choice D captures this; after translating the 'unless' clause, AC D says if a government acts to prevent a certain situation from arising (in this case by limiting the financial liability), then there is a real danger that situation will arise. Thus, this shows that there is a possibility of the nuclear plant being unsafe, making the public's fear well-founded.
I'm still confused.. where does it mention anything about taking massive doses? Why not a single one?

I was debating between D and E but chose D. The stimulus says that much of today's literature is inferior because of inexperience. But if H shows a level of maturity relative to her past works, then wouldn't that mean that she now possesses the experience that "much" of today's writers lack? Therefore, making her work superior or "better" than the "majority" of today's literature? #help
I got lucky with this one.. I diagrammed the last sentence and filtered out the answer choices to match the diagram or its contrapositives and, luckily, AC E was the only one that was remotely close.
