I picked C because I thought that the administrator is saying that there was various ways of reducing patent's suffering. The money needs to be used to minimize patent's suffering and the hospital is doing it through investing in new technologies.

I did not pick E because although the administrator undermines an assumption underlying the auditor's argument, I don't think that he reinterpreted any key phrase in the auditor's argument.
