Is it a [highly reasonable] necessary assumption that "download" = "access"? Let's do the negate test and state that download isn't the same as access, would the argument then fall apart?

What if Walt is a luddite, or 120 years old and doesn't know how to use a smart phone and can't download it. Does that mean he doesn't have access?
