28. (C) I still do not see how this is suggested in the passage. From what I understand, the fact that the maximalist approach virtually "affects" all of a faculty member's intellectual product doesn't necessarily mean that a faculty member wouldn't produce inventions outside the institution. Even under the maximalist policy, couldn't a faculty member try and still invent something without using the institution's resources? (C) sounds like it assumes the policy restriction will deter faculty members from producing inventions because they will not own the intellectual property anyway. Is that a safe assumption to make? Could someone please explain? Thank you!

In my opinion, 21E is wrong because "amend" implies change. The theory in the passage hasn't changed. Hope this helps!
