Why D) is not the right answer? "Have no other safety Features"? I mean because that's where most accident happens there can be a exit from a highway, a local street all connected by flaming lights and crosswalks might not be the right protection for pedestrian overall. I took this example from Downtown New York, close to the Immigration court, he have cars coming an high way exit, coming from a bridge and people getting outs of the courts like crazy, we have crosswalks, traffic lights, and there is a high chance that an accident can occur even thought there is a lot Traffic safety.
