Could you explain why in B it would not follow that the officer satisfying both necessary and sufficient conditions should receive the commendation, since both officers satisfy the necessary condition, and only one satisfies the sufficient condition?

I do understand why A would make the choice clearer, since Penn fails the necessary condition, but I still don't understand why B would be false. Shouldn't Franklin being the only one to satisfy the sufficient condition mean he should still receive the commendation? Does the "should receive the award if..." not imply that all else being equal, the award should go to an officer satisfying that condition?

Thank you! I didn't get 22 right on my test, I had gone with E. From what I could see, I think C is right because the main point in that sentence is that anthropologists haven't accurately compared 'these people' (modern hunter-gatherers) with prehistoric hunter-gatherers. Also, the end of the sentence directly refers to fewer large predators in modern times, which would correlate to less competition for food for modern societies. Hope that helps a bit
