Kumar arrived 17 minutes late.

All I know is: He meets the necessary condition for getting cited (he was late enough to be cited).

BUT...

The rule didn’t say: If you arrive 5+ mins late, you WILL be cited.

It only told me: You can’t be cited unless you were 5+ mins late. "only if they are more than 5+ min late", This is the only indicator that Kumar has for being cited but its not enough to get cited.

This is why I dropped pre-med for pre-law!!!!
