LSAT Writing: Can I choose both arguments?

So I was reading the LSAC practice prompt and was wondering if I could answer with "This plan is currently the most effective strategy, but eventually they should expand to a national strategy once regional expansion is established." Could anyone let me know if this is a factor that would hurt me and my argument or if it's okay to answer any which way.

For Q21, I chose D mainly because I don't have a true understanding of what that answer choice means, but I see it often. Could someone provide clarity as to what "mistakes a condition sufficient for bringing about a result for a condition necessary to do so" means? I thought in this context it meant "Minivans are sufficient enough to bring about less accidents, and the author's error was believing a minivan was necessary to bring about less accidents". ALSO, how is this different from the "infers a cause from a correlation"? (I have a sense of why but I'd love to have it articulated to me)

In some of the explanations throughout the site, there is a sense that the correct answer is the correct answer because we know via the answer key. The explanations seem too quick to choose the right answer because of the prior knowledge. I wish there were more "maybe this is right. Let's mark it as a possibility" instead of immediately saying "Yes this is correct!" Novice test takers are not likely to look at answers and simply know they are the right answer, so I wish the explanations reflected that and explained in more detail, especially when there are 2 likely choices why the correct answer is the better answer.
