In the phrase "No writer who uses words ambiguously has any reader whose enjoyment depends on attaining a precise understanding of what the writer means."

When we translate this into conditional logic, why is it the R for "reader" that's negated and made necessary?

Shouldn't it be the part of the sentence introduced by "No" that's negated and made necessary? ("writer who uses words ambiguously")
