I picked B for the same reason as well, but I re-read the stimulus and realized that "book being stored in a cold, dry environment" (which slows deterioration) is not the same procedure as the "newly developed procedure" that "de-acidifies" books. We're told that the new procedure rids the paper of acid, thereby eliminates the cause of deterioration, which could be safely assumed to be a procedure that completely stops the deterioration process. If we read the stimulus carefully enough (which I didn't), we will see that nowhere in the stimulus says or implies that they are the same thing. In fact, the use of language ("techniques, which are now developed," instead of "such technique") suggests that they are different.

I'm not sure if I'm making much sense here, but to put it in a single sentence, "storing in a cold, dry environment" is a different measure than "de-acidifying." While the former can only slow the process, the latter can reasonably be assumed to stop the process completely.

But again, I would not have seen this difference if I wasn't told that the correct answer choice is not B.
