For number 28, I'm having an issue with it. "Unauthorized" digitalization is where I'm getting tripped up. When it refers to the expanded law, in the last paragraph, exempting academics private study/research... would that then declassify it as "unauthorized". If it's an exemption wouldn't that make it authorized. With that line of thinking, it would disqualify those academics from being unauthorized-- leaving the academics who did not get that exemption subject to the same law as everyone else (non-academics). This led me to choose (B) as an answer. Why on earth would any type of "unauthorized" digitalization be allowed. Please help.
