i had the same issue, i felt like d was assuming too much about people's habits which is why i didn't want to choose it? i felt like just because people knew the recycling was on a certain day, it didn't necessarily mean they would put out trash or put out a higher volume of trash than they did previously.

overthought this question i guess because the other answers were bad once i used the process of elimination on blind review!!
