My reasoning was that A was saying something about adopting a policy which doesnt really make sense to me after reading it as funding for a program isnt really the same as adopting a policy is it? So the next best one i chose was C but even then the 'hypothesis' part was a bit weird. Guess I should choose the best POSSIBLE answer and go with my gut more.

I agree. Its quite refreshing and actually makes me feel like continuing even after studying for a while as its good to have a laugh
