Still kind of confused... I understand how C is correct because naturally National codes is in local codes, but

If National code is a subset of local codes and he was charged with noncompliance of National code, wouldn't that mean he would also be charged with noncompliance of local codes as well? Am I just reading the stimulus wrong? #help
