I think it's fair to say that any number of cases can be portrayed as "significant." It might not fit our colloquial understanding of the word, but significant is not like "some" or "most" which give us guaranteed ranges. If I said I lost a significant amount of money, that could be $10; $100; or $100,000 depending on who I am and how much I need it. In the same way, the author "would be most likely to agree" (per the question stem) with E because even 1 case for ever 100 could be significant to the author. Every other answer choice is decidedly worse. You have to be willing to let something like this word choice go in the face of 4 worse ACs.
