This question is so hard! Can anyone explain this? What is the meaning of "they otherwise" in the last sentence? Why does J.Y mention contemporary artist exist or does not exist? I am so confused......

Can anyone explain to me why B is not right? I think that flexible-schedule policies can not improve the overall morale of a company's workforce because they sometimes can not increase managers' morale?
