I looked way into this, I skipped over D because I failed to equate Violent to Non violent as more serious (in my head I thought maybe there are situations where tax fraud can be more serious than assault). But looked wayyyy into this.

You are absolutely correct. This answer jumped out at me due to sufficient/necessary confusion (AC incorrectly uses necessary vs Sufficient)
