Why doesn't B have the same problem as D? B only says they'll be influenced by the report. How do we know if the report will make readers vote for the winners instead of the losers?
I thought this was MSS and I was hesitant between A and B. I eventually chose A cuz I thought this was more apparent, but thinking back on it, even if I treated it as MSS not MP, B is still better. If the answer is "most strongly supported", then it means the passage can actually explain the answer/is trying to persuade you. But the passage doesn't really explain "why we should attract residents." Instead, the passage is all about "Why we should renovate train station."

#help Can someone help me with the grammar... I interpreted "must not have been checked out for over two years" as "this book can't be out for over two years/there isn't a borrower who has kept the book for over two years." Why is it the wrong interpretation?
I chose B for the first round but now I see why it's wrong. Here's a simple, straightforward number breakdown.
First of all, "based primarily on" doesn't mean "the economy must have these locals in order to survive". It just means that locals play a significant part (more than 50%).
So, let's say, previously, the economy of these regions is like $1200 in total, and $1000 is from the locals, $200 is from whatever else these regions have, hence, the economy is "based primarily on" the locals.
Now we have this government stuff, and locals are hurt, so now they can only produce $800 (we lose $200)
But hey, we have new businesses! And they give us an extra $300! Locals are still "the primary" source of economy. New businesses only play a tiny part. But the economy overall still increases!
In conclusion, the essence of this type of question is just number and proportion.
I got the right answer, eventually. But how can I finish this question in (the suggested) 40s?? Any advice?
