No personal experience negotiating law school scholarships, but I've read an effective strategy is to pin schools against each other. For example, if NYU offers you a $39k scholarship and Duke a $65k scholarship, you can notify NYU of your Duke scholarship and ask them to match it.
Each situation and school is a bit different in how they handle negotiations so I'd research a bit more on the schools.
