Apparently there has been talks of a GOP tax plan to tax tuition waivers for grad school as income. If this proposal gets passed, does this mean that merit scholarships and stipends will be subject to tax for law school?

To answer your question, my understanding is no, but only on the assumption that scholarship money is not delivered in the form of a tuition fee waiver. Don't take my word on this!
This is also my understanding. Who knows though, right?
