Can you please explain why answer choice D is considered incorrect? I know the correct answer is B, but would like further explanation!

I think we can conditionally diagram this.

1) single political party ------most-------> corrupt national gov.
2) plurality of parties <--------some-------> corrupt national gov.
3) corrupt national gov ---------------> weakness of local gov.

These are all the conditionals we have. From one of the core curriculum lessons, we can take 2) and 3) to get the valid inference that plurality of parties <------some------->weakness of local gov, which makes B correct.

D says weak local gov ---------most--------> single political party. This isn't an inference that can be drawn from the 3 conditionals we have above. At best, we can combine 1) and 3) to get single political party -------most-------->weakness of local gov, but D) is saying the reverse of this conditional.

Because we don't know the composition of countries with weak local governments. We don't know what percentage of it is made up of single political party and plural political parties. So we don't know whether the majority of countries with weak local governments have single political party.
