    B is correct because it points to the fact that the conservation of bald eagles is necessary to ensure the survival of obscure species. Since the entire stimulus is focused on explaining the importance bald eagles serve in fostering sympathy and political will towards protecting other threatened species, as this sympathy and political will is required to protect other endangered species, and the stimulus says that bald eagles are unique in producing this, it follows that the main point of the argument is that protecting bald eagles is necessary to the conservation of other endangered species.

    C is wrong because it's descriptively inaccurate. C says that without increased public sympathy for conservation, the needs of many symbolic species will go unmet. The passage doesn't talk about symbolic species, minus the bald eagle. It focuses on obscure and endangered species in its argument, and we can't assume that those species are also symbolic. Also, since the bald eagle is what's required to produce the necessary sympathy to improve conservation efforts, and it's stated that it only produces sympathy in other species, we can't assume that the bald eagle will suffer due to the lack of sympathy, as it seems to be the only species that can have its needs met without public sympathy for conservation, and there isn't enough information to conclude it's needs might not be met without public sympathy.
