If the November test is Flex, can people who are not in the US or Canada take it?

We dont know yet. Oct was just announced as Flex a few days ago.

i mean like if it is flex, would international ppl be able to take the us flex test since a nov test is not offered for international ppl

No, if November is Flex, they'll still only let people in North America take it.
