I am reapplying for admissions fall 2021. Can my professors upload the same letters they wrote last year, or would it look better if it was a new/updated one?

I spoke with the associate dean at Western and she told me to feel confident reusing any of mine, I just asked my profs to change the date.

I think you should be fine so long as you are happy with what they wrote.
