Why is the answer B and not C?

    B. If they did not assume the Mayor believed the park would bring more business than the highway, there is no grounds to conclude there are other interests at play. Say the mayor believes that the highway would bring in twice the business?

    C. other benefits play no part in this argument. It is just:

    Park will bring in more business than the highway
    So if you were interested in helping the economy you'd back the park
    So (since you back the highway) you must have other interests in mind

    The issue is how much business the highway vs the park would bring in and whether the mayor knows/believes this. Say you grant that the highway will in addition to increasing business to a lesser degree than a park would, will reduce traffic. That has no effect on the above argument.
