Can anyone please help me with PT1.S3.Q10 and PT1.S3.Q14?

    To follow directions from the argument ("restrict the dissemination of advanced technological knowledge that is of commercial or national-security value", "selectively prohibit dissemination to certain countries, those that are or will be competitors or enemies" and have "free exchange of scientific information") A, B, D, E are necessary assumptions; or in other words, they must be true. C is irrelevant, why we should care where is "scientific research is further advanced" in democracies or not democracies.
    PT1.S3.Q14
    "monetary systems have developed only in population centers with marketplaces" and "the fourth century B.C.,Mesopotamian cities ... never had marketplaces." By stating these facts, the author eliminates the possibility that the Mesopotamian cities of the fourth century B.C. did have monetary systems. So AC E must be true.
