So, I don't really know for in-person but for the online test.
You can use both pen and pencil, 5 sheets of blank paper, yes as far as I know you can use ear plugs. You just have to show the proctor your plugs, 5 sheets of paper, and pen/pencils beforehand on the camera. Also for the official sources, the information is on the official website. I think you can just google what is allowed during LSAT and the website will show in detail what is allowed and what is not allowed.
