Can someone help me understand why E is the answer to this? I understand why B (my answer is wrong), but I don't understand why E is correct.

Flaw: We don't get an actual argument relating to nuclear power plants themselves. All we get is an appeal to Smith's supposed authority on the matter, but why should we listen to them? Clearly, we'd like to hear some more substantial argumentation relating to the pros and cons of nuclear power itself, not just an appeal to some individual's opinion. Answer choice (E) picks up on this and underscores the need for a genuine argument.
