Extraterrestrial does not necessarily mean that they are coming from other planets, but rather that they are coming from outside Earth's atmosphere. I am confused how this is the correct answer.

Hi! So since extraterrestial is anything from outside earth and its atmosphere, anything from another planet is extraterrestial because if its from another planet it is outside of earth and its atmosphere. Extraterrestial is the umbrella term and "anything from other planets" is under that umbrella!
A lot of questions would include in the stimulus a broad term and the answer will be a specific term under the umbrella of the broad term. Hope this made sense!
