Can anyone explain why C is the correct answer here?

I believe (C) is correct because it is the contrastive of this argument: "For one to act Responsibly..." ---> "Act on the basis of information that one has made...."

So ultimately, because "Toril act on basis of information that...." ---> "Toril act act responsibly"

Just want to make sure I'm thinking about this correctly. Thanks!

principle: act responsibly --> acted on the basis of information that one has made an effort to make sure is accurate and complete.

C) did not make an effort to make sure information is accurate and complete --> did not act responsibly
