  Definitely put yourself on the waiting list. I think they typically establish a test center for the people on the waiting list. I signed up for the waiting list last June and ended up in a test center a few miles away from the center I originally signed up for. There were some people who drove from like an hour away to get to the center though. You do run the risk of ending up assigned to a further away test center.

  Agreeing. I think having the waiting list could contribute to more test locations. I hope so.
