Can someone please be kind enough to explain to me why the answer is (c)? I was able to eliminate only (a) and (b). I thought (c), (d), and (e) were all valid. I think I am missing something here.. Please help! Thank you so much.

    (D) is wrong because of "consent" and "required by medical treatment" (does treating a gunshot wound involve mandatory police report?). (E) is wrong because it would violate the given requirement regarding cops, who aren't involved in medical treatment of patients.

    I'm sorry but I don't follow your explanation for why (d) is incorrect. Doesn't the passage say that treating a gunshot would must be reported?

    Medical treatment as in the process of treating a gunshot patient - sanitizing the wound(s), pulling out the bullet(s), etc. Do those operational procedures by themselves necessitate police involvement?

    Both (D) and (E) are not compatible with the requirement cited in the stimulus, which is the fact that physicians are already subject to report gunshot wounds and certain infectious diseases to health authorities. According to the stimulus, this exceptions is ethical. AC(D) and (E) would make this exception unethical, and this is not what question stem asked us to do.
