If I don’t include a work experience on my resume in order to save space (plus it was a part-time job that lasted for only 2 months), would this be considered violating a Character & Fitness protocol/requirement? Would it be safer/better to include it, especially because it was a legal work experience?

It's definitely okay to leave things off of your resume. Resumes should be no longer than a page or two MAX. By the time you're in your twenties, almost everyone is leaving things off of their resume. The point of a resume is to present yourself in a way that makes you seem fit for a position by giving relevant information, not to provide a journal of everything you've done in your whole life.
It's fine to leave something off a resume. When filling out applications, some schools will ask you to list every employer - and then you absolutely need to list every employer. But the resume should be a little more succinct and focus on what you want to emphasize.
