Each of them emphsized on the different points. So, I want to hear some advice from 7sage on why C is the correct answer.
BTW, as a non-native ENGLISH speaker, I'm also confused by the question stem. Is it asking us to weaken the content of the recommendation or asking us to weaken the act of giving the recommendation?

The author is trying to advance an argument with the conclusion that the journal should run an article in order to mitigate risk and harm caused by people doing in-home renovation in a lead paint environment. (C) gives rise to a situation where now there's the possibility of many people being harmed by lead from the publication of the article. So (C) weakens the relevancy of the premise (some people will renovate anyways) in supporting the conclusion (therefore we should show them how to do it more safely.) It's less relevant that people are doing to do it anyways, so we might as well show them how, because showing them how carries the chance that more people will get lead poisoning who previously wouldn't have considered self-renovation.
You are trying to weaken the reasoning in the recommendation.
