  I wrote out summary sentences for a while and phased it out as I got better about summarizing each paragraph of the passage in my head. I do still annotate via highlighting, which I find helps keep me engaged and focused on key facts/terms, etc.
  I found with RC you have to be pretty open to trying lots of different techniques (preferably one at a time) to see what works for you. Keep what helps, eliminate what doesn't, or potentially use some tools untimed in order to build the skills/muscles to help you understand the passage and answer the questions, but be careful of any tools that you rely on which are too time-consuming to practically use on test day.
