How does AC A weaken this? I chose AC D but I didn’t get the relevance of A/couldn’t translate what it was saying.

    The conclusion says companies that might have these accidents will now install adequate safeguards. Answer A weakens because if businesses underestimate their accident risk, then they have less reason to install adequate safeguards. A business may really suck at predicting their future accident risk. Then have a bunch of accidents which result in fines.

    I don't think answer D strenghthens nor weakens the argument. D confirms that businesses recognize fines affect their profits. Fines are an ordinary business expense.
