Can anyone explain the lawgic behind this question?

"Most but not all of the third-floor offices are larger than the ones on the second floor."
So that means some third-floor offices are smaller than or equal to the offices on the second floor.
"Fourth-floor offices are all larger than any office on the second floor."
Since all fourth-floor offices are larger than offices on the second floor and some third-floor offices are smaller than or equal to the offices on the second floor then it must be true that some offices on the third floor are not larger than offices on the fourth floor.
