I chose C, but the correct answer was D. I can see why it's D, but I think that C is also follows logically, please help?

    C is proposing a world in which the only reason for not attacking another nation is because of military deterrence. While the prompt is only suggesting it is a reason potentially among many. Such as failing to attack because the other nation is an ally.

    (C) at best this could be true/could be false. They are deterred simply by mutually assured destruction; this prevents the first blow. We don't know anything beyond that.

    (D) must be true according to the theory of military deterrence which states that fear of retaliation comes from the mere belief in having retaliatory power. So, the interest of a nation that seeks to deterrence, if following the theory of military deterrence, would be to create the belief that they have retaliatory power.
