I got this question wrong on the first try and on the blind review by choosing C.
After a closer look, I understand why E is the correct answer. For those that selected E on the first try, can you help me understand why you eliminated C?

Hi there so C says that murders were more likely to be reported now than they were in 1970 - if this is the case then this would actually weaken the citizen's argument as it could lead one to suggest that there were potentially more murders in 1970 then there are now if many murders in the 1970s were going unreported.
