D can be eliminated based off the "probably not" in the conclusion alone. It doesn't match the "will not" provided in the conclusion of the stimulus.

Also, the "render useless" idea in answer choice E is a closer fit to the harm idea in the stimulus than a new tax.
D doesn't have the "they will never do something, this is something... they won't ever do this."
