It certainly would be in your best interest to only reapply if your applications have changed in some way or another. For example: you're reapplying with a higher GPA or a higher LSAT score, or you have more work experience, etc. I would apply using different essays as well. There are some schools that specifically state that you shouldn't reapply if you're using the same application materials as a previous application cycle and that they will have your materials on file and can cross check. But assuming you apply with a stronger application, then no, its not frowned upon.
I wouldn't think it would be frowned upon. As stated above, if your app has changed for the better, then by all means apply. The persistence will pay off. Best of luck!
