    I'll take a stab at this; I can not guarantee it'll be helpful though.

    First lets identify the conclusion -

    • Sunscreen lotions, which are designed to block skin-cancer-causing ultraviolet radiation, do not do so effectively.

    Okay so basically this dude is saying Sunscreen lotions don't effectively block UV radiation.

    His support is;

    • People that use the lotions develop as many skin cancers as those who don't use them.

    Answer choice B says;

    • Fails to distinguish between the relative number of cases of skin cancer and the severity of those cases in measuring effectiveness at skin cancer prevention.

    or more simply put

    • Fails to look at the number of skin cancer cases, and how bad they are, when measuring effectiveness of preventing skin cancer.

    Does he base his argument around that? Not really. We don't really know anything about severity and frequency of skin cancer as a whole. All we know is that people who use the lotion, and those that don't, have the same amount of skin cancers.

    Using his support, we need something that shows his reasoning is off. This is how we can criticize his argument effectively.

    If the people that use the lotion spend more time in the sun than those who don't. It stands to reason that they have more exposure to UV. This destroys his conclusion if it is true doesn't it?
