No not at all. Usually if a school accepts application till July 2020 for fall 2020 cycle, their last month for scholarships would be February/March 2020

as many times you want till you get your dream score. LSAC allows you take as much as you want now. earlier it was only 3 times a year or something.

I mailed my Graduate transcripts from University of Florida and it took 14 days for LSAC to receive them. i was nervous the whole time. so i'm not sure about international transcripts. i would say call their call center and see what happened.
