I took the June 2015 test here. It was quiet and proctors were strict with timing. My hall used the smaller pull-out style of desks but you should have the seat next to you free so, I thought space-wise it worked out well. Be prepared for a long day!
At our testing center, they didn't allow us to speak with other test takers during the break. Every time someone would start talking in the hall, a proctor would try to silence the conversation.
The important part about the answer choice is that it's well publicized. So if everyone already knows that there's already going to be a new concert hall nearby, it makes sense that they wouldn't want to replace this one.
