I think you can apply if you have a Green Card: https://www.lsac.org/lsat/lsat-dates-deadlines-score-release-dates/lsat-fees-refunds/fee-waivers-lsat-credential
But if you don't, I think you should call LSAC to ask.
Wouldn't you be applying a little late in the cycle (January)? Isn't it better to apply with a Novemberscore and then apply in December (and let your schools know that you're testing again in January?)

It might be easier for you to reach out to the school to ask for a fee waiver than wait on them. My guess is that the fee waivers are sent after a scorerelease, probably beginning Monday, but it might be best to reach out yourself.
It certainly is! I want to just go to bed but I am too anxious!
Edit: officially no longer scorerelease day, and my score still has not been released!!!
